Welcome to ROVER

ROVER is an administration system for the Road Vehicle Standards (RVS) legislation.

This legislation replaces the Motor Vehicle Standards Act 1989.

ROVER provides a single integrated system for all approvals and activities under the RVS legislation, allowing you to:

Submit and pay for an application
Monitor the progress of your application
Receive and respond to requests for information regarding your application
Be notified of the decision outcome of your application.

Motive power is a mandatory field from 1 July 2026

From 1 July 2026, submissions to the Register of Approved Vehicles (RAV) must include motive power data for all vehicle types, except trailers.

Any L, M or N category vehicles that are submitted to the RAV without motive power data will fail, regardless of the RAV entry pathway.

Accessing your ROVER account

This guide takes you through the steps to set up and access your account using the Microsoft Authenticator app. Please contact us if you have any problems signing in using the app.

Planned system update:

ROVER will be unavailable from 3 pm to 10.30 pm AEDT on Tuesday 17 November 2026 while we deploy changes to the portal. You can submit vehicles to the RAV during this time; however, they will not be processed until after ROVER goes live.

Lists of approvals and the RAV Public Search will remain available throughout the outage. Search results and individual approval details in the Lists of approvals may take longer than usual to display during the outage
